Thornton Water Assistance Program

The Thornton Water Assistance Program helps low-income individuals and families pay their water bill. Thornton Water customers including residents living in apartment complexes, manufactured home parks, condominiums, and townhomes that receive water through the City of Thornton can apply for the program once per calendar year. Those who meet the program qualifications will receive a credit on their water account. For master meter water customers, the City gives the credit to the property owner or property management company.

The 2025 sewer and water credit for Thornton Water customers is up to $535.  This includes customers that rent and are on Master Meters.

Qualifying criteria

  • The household is registered as a Thornton Water customer (this may include Thornton Water customers living outside of Thornton city limits).
  • The household must income qualify as described below.
  • The water meter at the address must not have been tampered within the last three years.
  • The household has not received WAP assistance during the current calendar year.

Residents may income-qualify one of three ways:

Use one of the three methods below:

  1. Approved for Low-income Energy Assistance Program (LEAP)? LEAP approval qualifies the entire household for Thornton Assistance Programs.
  2. Approved for Medicaid, Supplemental Nutrition Assistance Program (SNAP), Women Infants and Children (WIC), or Temporary Assistance for needy Families (TANF)? Each member of the household 18 years old or older must be approved for Medicaid, SNAP, WIC or TANF to income qualify.
  3. Not Approved for LEAP, Medicaid, SNAP, WIC, or TANF? You may income qualify based upon the total gross household income of all members of the household 18 years old or over. See the household income limit guideline below.

How to Apply

If you have a Thornton Water account and receive a monthly bill from the City of Thornton:

  1. Contact Utility Billing at 303-538-7370 and ask for a referral to the Water Assistance Program. Staff will check the water meter for tampering.
  2. Once you receive your referral from Utility Billing, contact Community Connections at 720-977-58915 to request a Thornton Assistance Program application or use the link above.
  3. Provide copies of the following items along with your application (online, by mail, or in person):
    • Identification (ID, Driver License, or Passport)
    • A recent water bill. If you pay for your water to a property owner or management company, provide a rent agreement and receipt from property management with the current water cost or water bill. The applicant's name and address need to be on the bill or receipt.
    • Income verification for all adults over 18 living in the house (see the application for examples).
  4. Submit completed Water Assistance Program Application and documents to:
