NOTICE OF PUBLIC HEARING
SPCD 2023-004

The City of Thornton is in the process of updating Chapter 18 of the Thornton City Code, known as the Development Code. The Planning Commission of the City of Thornton will conduct a public hearing for review of five draft Development Code articles including Article 1 - General Provisions, Article 2 - Development Review Procedures, Article 8 - Landscape Standards, Article 10 - Subdivision Standards, and Article 12 - Nonconformities.

Context for the Development Code Update. The Development Code contains all the rules and regulations that guide land use development in the city. The Development Code has not been comprehensively updated since 1992 and many changes have occurred in the community and industry standards over the last three decades. Therefore, the Code is being updated to incorporate modern best practices, promote the health, safety, and general welfare of the public, and implement the Thornton 2020 Comprehensive Plan. The new Development Code is proposed to contain 13 articles that address different aspects of development. These articles are being written in phases with final adoption of the new Development Code anticipated to be considered by the Planning Commission and City Council in summer 2025.  

Context for Draft Chapter 18 Article 1, Article 2, Article 8, Article 10, and Article 12. Articles 1, 2, 8, 10, and 12 are the third group of articles to be drafted for the new Code. The purpose of this public hearing is to gain agreement on the direction of the major changes proposed to the City’s general provisions for the chapter, development review procedures, landscaping and subdivision standards, and nonconformities. However, the approved articles will not be officially adopted or take effect until the entire new Development Code is adopted by Ordinance.

This hearing will be held on March 19, 2025, at 6 p.m., at Thornton City Hall First Floor Training Room, 9500 Civic Center Drive, Thornton, Colorado. The meeting will also be available using zoom Meetings.  There are three ways to attend virtually:

A copy of the draft Chapter 18 Article 1, Article 2, Article 8, Article 10, and Article 12 are on file with the City Clerk of the City of Thornton for inspection by any interested person.    

All interested parties are invited to attend the public hearing or present their views by providing written comments in advance of the public hearing. Written comments sent via email must be received at Development.Code@ThorntonCO.gov prior to 4 p.m. MDT/MST on the day of the public hearing. Written comments sent via mail to Thornton City Hall, City Development Department, 9500 Civic Center Drive, Thornton, CO 80229 must be received prior to 5 p.m. MDT/MST on the Friday preceding the public hearing.
